Much of the confusion and conflict surrounding Whittier politics today is fueled by misinformation, lack of transparency, and the growing influence of organized political networks that operate beyond the city.

The purpose of Lopez4Whittier is to provide context, clarity, and a Whittier-based perspective so residents can better understand how and why local politics have changed.

Progressive Liberal Policies pushed by LA County and Sacramento.

The City of Whittier has long been known for:

  • Family Friendly Community

  • Locally owned small businesses

  • Churches, faith communities, and nonprofit organizations

  • HomeGrown Whittier local autonomy

  • Strong support for Whittier Police Department

  • Traditional views on education, parenting, and neighborhood life

These values remain widely shared by residents across the city but in recent years Whittier values have been  pressured to confirm to far left wing ideas.

Policies designed by Progressive LA County Supervisors and State level politicians who represent much larger, and more progressive ideology are targeting Whittier to become more like its East Los Angeles Neighbors.

Where and How did all this start?

In August 2013, three members of the Whittier Latino Coalition filed a lawsuit alleging that Whittier’s at-large council elections violated the California Voting Rights Act. They claimed that the system made it harder for minority community members to elect representatives of their choice.

Whittier Elections Explained

Los Angeles progressives and California State legislators favor:

  • District elections
  • Term limits
  • Vote-by-mail
  • Consolidating local elections with state and federal ones

Whittier officially changed from at-large elections to district-based City Council elections in 2014. And there was a race to get progressive liberals into office.

The redistricting made representation more geographically and demographically focused and easier for unions and political action committees to focus their efforts and take one seat out at a time. This is what is happening.

The fight for Whittier City Council is what will be focused on but it is important to note that both Whittier City School District and Whittier Union High School District have seen a significant shift to liberal ideological trustees.

Whittier Latino Coalition aims change out Whittier City Council.

The first seat was Jose Alvarado who was backed by Ian Calderon and the Whittier Latino Coalition.

The second seat was Henry Bouchot who was also backed by Ian Calderon and the Whittier Latino Coalition.

There were multiple attempts by the Whittier Latino Coalition to take the Whittier Mayor Seat but Joe Vinatieri has been able to maintain his seat.

Both Jose Alvarado and Henry Bouchot served one 4 year term as City Council and both left their seat in pursuit for State Legislative positions. Each left their seat open to a more conservative candidate: Jessica Martinez and Octavio Martinez.

Before Mary Ann Pacheco was elected to the City Council in April 2024, Whittier had an all Republican City Council, one of two all Republican City Councils, making up the 88 Cities of Los Angeles County.

Jessica Martinez lost her position on City Council following the same pursuit for State Legislative positions that both Josue and Henry sought. All three ran for office outside of Whittier and lost.

Problems with District Elections in Whittier

Redistricting in Whittier made representation more geographically and demographically focused and easier for groups like Whittier Latino Coalition to take seats by concentrating efforts. To date they have not ran any serious candidate for District 3 as Cathy Warner has held that position since 2004, the longest council person in office.

Legal-Driven Change NOT Whittier Change
Many cities adopt districts because of lawsuit threats rather than voter demand, putting lawyers and court pressure ahead of local democratic choice. This is what happened to Whittier. As a result the Tax Payers lost money and much of Whittier leadership has not changed. Still very much Family Friendly, Public Safety and supporters of their Whittier Police Department.

Weakened Whittier Voices
Under district systems, residents only vote for one council members while others make decisions that affect them, leaving many voters feeling less represented. This has played out often publicly at City Council meetings. People don’t care to support district races not in their district.

Summary of how and where we are today:

Mainstream Progressive Liberal Ideology, believes:

Government should actively reshape society to promote equality, protect marginalized groups, and challenge traditional Whittier Family Values.

Many Whittier residents believe the job of the government is to keep neighborhoods safe, protecting families, supporting small businesses, and ensuring everyone has a fair opportunity to live out the American Dream.

Lopez4Whittier Final Thoughts

Whittier is in a political struggle between outside progressive ideology and bad actors who want Whittier to look and function like inner city Los Angeles.

The Whittier Daily News, owned by Alden Global Capital, a New York–based hedge fund that controls many local newspapers across the U.S., has failed to report on how Liberal Progressives are attacking Conservative Whittier Family Values. The point of this page is to promote awareness.
